In the literature, training is defined as directly and indirectly assisting an individual in acquiring the necessary knowledge, skills, and understanding. Based on this definition, fire training should be expected to help individuals acquire the necessary knowledge, skills, and understanding regarding fire and fire protection. The Occupational Safety and Health Administration (OSHA) defines fire protection training as the process of equipping an individual with the equipment (including respiratory protection) they are expected to use and assigned to them through instruction and practical exercises.

FIRE TRAINING AND DRILL REQUIREMENTS

Regulation on the Protection of Buildings from Fire, Official Gazette, 2007

Emergency team personnel are trained by the building owner, manager, or supervisor on fire prevention, fire extinguishing, saving lives and property, first aid, and cooperating with and organizing the fire department. These training programs utilize local fire departments and civil defense organizations. Their knowledge and skills are enhanced through drills. Team personnel and other building personnel receive practical training on how to use firefighting equipment and materials and how to reach the fire department as quickly as possible. Extinguishing and evacuation drills are conducted in the building at least once a year.

To ensure that the implementation steps of the prepared emergency plan can be regularly monitored and their applicability ensured, drills are conducted, inspected, and reviewed at predetermined intervals, not exceeding the periods specified in the second paragraph, and necessary corrective and preventive measures are taken. Paragraph 2: Drills are conducted at least annually for workplaces other than mining workplaces.

Employee training and information: Those specifically assigned to handle emergency situations receive special training on the activities they will carry out. Special training for firefighting, rescue, and protection teams may be provided by an occupational safety specialist or occupational physician who provides workplace health and safety services, or by the employer if the employer provides occupational health and safety services, subject to the provisions of the Regulation on the Protection of Buildings from Fire. These training sessions are documented and signed by the employer and the training providers.

Employer Obligations include, ‘Taking into account the size of the workplace and the special hazards it carries, the nature of the work performed, the number of employees and other people present in the workplace, the employer shall assign a sufficient number of people who are suitably equipped and trained in prevention, protection, evacuation, firefighting, first aid and similar matters, provide the necessary tools and equipment, conduct training and drills and ensure that the teams are always ready.

Training is organised in a theoretical and practical way that employees can easily understand. Flashing, explosion, fire, fire protection, evacuation and rescue are among the training topics.

The training provided is repeated at regular intervals as specified below, taking into account changing and emerging risks: a) At least once a year in workplaces classified as very hazardous. b) At least once every two years in workplaces classified as hazardous. c) At least once every three years in workplaces classified as less hazardous.

Portable Fire Extinguisher Training Requirement in the OSHA Training Standard

Where the employer provides portable fire extinguishers for employees to use in the workplace, the employer shall establish a training program to inform employees about the general principles of fire extinguisher use and the hazards of incipient fires. The employer shall provide the necessary training upon employee commencement and shall repeat the training at least annually thereafter. The employer shall provide training in the use of appropriate equipment to employees designated to use firefighting equipment as part of the emergency action plan, and the training shall continue at least annually thereafter.

Drill Requirement in the OSHA Workplace Emergency Planning and Evacuation Document

After reviewing the emergency plan with employees and appropriately trained personnel, practice drills are conducted as frequently as necessary to ensure employees are prepared for emergencies. Whenever possible, fire departments and police departments are included in the drills. After each drill, managers and employees should be brought together to evaluate the drill. The plan’s strengths and weaknesses should be identified, and efforts should be made to improve it.
